So the eczema on my arm has officially gotten so bad that it’s bleeding, and now applying any type of ointment to try and heal it just stings and burns like hell

Apply a healthy dose of hydrocortisone and depending how large the area is put a band aid or wrap with a clean breathable bandage (gauze or a pressure wrap should work fine).
That should help you sleep and provide a little relief.
In the morning–unwrap, clean, re-apply and re-wrap.
before bed again–unwrap, clean, re-apply and re-wrap.
It should stop bleeding/ itching by morning 2
I have a lil psoriasis patch on my elbow that gets like that every once in awhile. This helps immensely. hydrocortisone is cheap and unharmful to your skin. It's just a topical steroid. Very safe.
