In 2022 the sea levels globally rise by 100m which catastrophically floods Australia, splitting it down the middle from the Gulf Country through to the mouth of the Murray River. The East Coast begins to recover first, establishing a rudimentary government. Those who dont agree with the ideals begin filtering over to the Desert in the middle of the country. The last to form is Sector 2 which is a classic Democracy where Perth originally was

Sector 1 has electricity, laser based weapons and revived pre-Dark Days tech.
The Wastelands has anything that dosnt rely on a power grin but they do have generators and engines. Petrol is sourced from the Sector 2 refineries.
Sector 2 has some electricity but has yet to get it to span the entire Western Coast but also has oil refineries which they trade with Sector 1
