They were created by the Light Being to rule over the world and were given magic by the Light Being to help them. As people started to use their magic for evil purposes, the Light Being made it to where very few humans were born with magic. If a person wanted magic, they would have to have it be gifted to them by the Light Being which can only be done if the person isolates themselves from the rest of the world.
