Gateway
Gateway is a self governed port town with approximately 50,000 year round residents, roughly a third of those live within the city walls. There is another 20,000 in a transient population that comes and goes.
All are welcome to do business in Gateway and they have no allegiance to any kingdom. Gateway has a unique relationship with their neighbors allowing them to remain free from outside political influence.

Gateway is ruled by Governor Johnu Seaward and a council of elected representatives acting as advisors.
Any citizen of Gateway may introduce a new law or regulation for consideration, providing they can show enough support for their proposal and have the backing of sufficient sponsors.
Any proposal will first go to the council to be reviewed and if the requirements are deemed adequate then the council will vote. If the vote passes then the proposal is presented to the governor for final approval or rejection.
The town of Gateway started as a central meeting place for the three major kingdoms of Elves, Dwarves, and Humans to gather and trade their wares.
The location was chosen because it was the only place where the borders of each of the three Kingdom met.
The location was situated at the mouth of the Oganz River, where it emptied into the calm waters of Butchers Bay. This made it an ideal location for fishing and the rich soil that was carried down the mountain, from the river, made it ideal for farming.
Gradually, over time, people naturally began to stay longer and some even started to build more permanent structures and eventually began to bring their families in.
Soon their was a thriving community and the three kingdoms gathered to discuss their options. At this time, Gateway was not yet a recognized as an independent city.
The settlement was made up of roughly equal parts human, dwarven and elven inhabitants with a few strangler races that happen upon the region and stayed.
After much debate, threats, and compromises; it was decided that no one kingdom would lay claim to Gateway and it would remain a free and independent city that would serve as a central trading hub for the three major kingdoms.
With the signing of the treaty, Gateway became the only self governing city known to exists on the entire planet and over time, they also became one of the wealthiest.
The citizens of Gateway are not taxed directly.
The city makes it's money by taxing all goods entering the city via the gates or docks, renting vendor stalls, carts etc. at market square, and various other fees for using government related services.
There is a thriving black market if you know where to look.
