Well first, it's done by putting the text between these ~~ Like so Two on each side to be clear.
Second, it is meant to show a particular emotion. Like, "I don't really feel comfortable saying this" or as a footnote almost.
Example:
I am so tired.
I wish I could just go to sleep but I have too much to do.
