Thylian is a primarily dwarven city located at the surface level as a gateway into other underground areas. In the years before The Collapse the heads of Rothary decided to fortify the city and the surroundings in case of disaster, leading to the whole place being set up as a sort of shelter even though the Collapse has long passed.
