Because ghosts can be killed more than once. If a greater power wishes, they can simply end the ghost's existance. If you were to properly die you could create a new persona? Maybe? Not sure how the personas here work.

It is. Like dodgeball, but with bows and arrows. There are some barricades to hide behind whilst you reload, of course, because reloading in the open makes you a sitting duck.
