Agilispugs Maraavie Redo, using the blue-naped chlorophonia colors for this bird.

Palaquill Maraavie Redo. I'm using a Splendid Sunbird for the feather coloring, the colors of the feathers here are very sudden, but I'm just showing where each color is, IRL the feathers would transition to color to color like humming bird feathers. (All the Redo's are Male)

I KNEW I recognized the uniform! Judging based off of the 2B-esque blindfold, I assume they've got some sort of evil-eye Quirk?

His quirk is called Freeze Tag. He can freeze any living being he looks at (tho he needs time)
It cannot be turned off so thats why he wears a blindfold
