Palaquill Maraavie Redo. I'm using a Splendid Sunbird for the feather coloring, the colors of the feathers here are very sudden, but I'm just showing where each color is, IRL the feathers would transition to color to color like humming bird feathers. (All the Redo's are Male)

His quirk is called Freeze Tag. He can freeze any living being he looks at (tho he needs time)
