Irregular: def. contrary to the rules or to that which is normal or established.
It is a universal truth that Gods roam the earth, punishing the wicked and granting blessings to those pure of heart - but what happens when such divine beasts are reborn? Becoming people, just like you or me? What a strange and unnatural occurrence, to be mortal but with the powers of a God. These people, Irregular, cannot be trusted to know what is right and what is wrong. They, who caused the end of the world, cannot be allowed to exist.

Magic is an exact science that requires years of intensive study and practice to master. Some spells require physical items to induce conjuration while others may need summoning circles, or to be recited through ancient tongue. Most, if not all, follow some form of equivalent exchange - Irregulars are fully capable of bypassing these natural laws, however, and can conjure any spell at will.
By 34 NE, all magic is illegal, a crime for which getting caught is punishable by death. It isn't until 187 NE that the ban is partially lifted with the introduction of the Cast License, allowing only certain people to practice magic freely. Those with a working license are known simply as Magicians, while those who practice in secret are branded Witches.
Most of the tech used in the post-war era are relics from an older generation on the wake of an industrial boom, but have since stagnated and become obsolete. Some of the larger cities have learned to use this old technology to their advantage, while smaller, more traditional settlements have chosen to abandon it entirely.
