ANBIS created Mr. Tallow in the early 19th century as the industrial revolution began. He was created to help Anbis and Ms. Kitty Atrox keep tabs on the industrialization of different regions, specifically progress of the young United States.

Another important objective for Tallow was to keep an eye on the PDETV "Mystic Trench", since American expansion Westward could pose a threat.

Mr. Tallow is a "full" mechanoid and does not have any prior biography. He appears to be a combination of Canid and Reptilian physiology, as Anbis wanted specific traits for covert operations that he and Ms. Kitty did not posses without modification. Furthermore, he did not feel an obligation to create a facsimile of species as he did with Ms. Kitty. Mr. Tallow is capable of altering his appearance to fit in with his environment if needed.
