Depends on the person. Some of us could probably walk, drive, and kick ass, others might be bedridden.
I'm guessing it also depends on what kind if break it is. If your leg is completely shattered and you can see the bone fragments and you're simultaneously losing a lot of blood you'd probably be less functional than a hairline fracture.

Possibly? I know at least 2 people who broke bones in their foot/ankle and were still able to walk a short distance before they were able to get proper medical attention. I don't know if that would necessarily still hold up if they had broken a larger bone (say their tibia for example).
I imagine it would also depend on how bad the fracture is as well. Like if you have a compound fracture, or the leg is broken in multiple places I can't imagine that would be very easy to walk on (assuming it's even possible at that point).

Okay so basically, there is broken leg bones that can physically handle being used to walk/run on, simply because they are still in the right place anatomically. They are often held in place by the muscles and tissue surrounding them. The question is, can your character handle the pain that would come with running on a broken bone?
Bones are covered by a membrane called periosteum, which is filled with nerve endings and blood vessels. The thing that hurts when a bone is broken usually isn't the bone itself but the fact that this membrane gets torn, damaging all of those sensitive nerves and blood vessels. That's why thin fissures caused by overusing of bones (also known as stress fractures, most commonly seen in runners) can also hurt so much.
Another cause of pain is the fact that broken bones can and will bleed, causing swelling in the area. Also, when a bone is broken, the soft tissue surrounding it is usually damaged, and seeing as it is also full of nerve endings and blood vessels, it will add to the pain. One more cause of pain (and further issues while running) is that the muscles around the damaged bone may begin spasming to hold it together.
Not a very nice sensation, as you can probably imagine. So, yes, theoretically, running is possible, but if your character has a realistic pain tolerance I don't know how long he can keep it up. Also, putting a lot of weight on a broken anything will make the break worse after enough stress, which will make it hurt more and make it a lot harder to heal later on.
An aside: i am assuming your character is young. For a young person's bone to break, a lot of force usually has to be involved. Especially because leg bones are pretty stable. Which means that, when it does break, it might easily have received enough force to shatter or even dislocate and possibly break through skin. In this case, running or even walking on it will be impossible, because this will drive the shattered bits more into the surrounding muscle and tissue and make the dislocation a whole lot worse.
So, if the bone was broken by something like being smashed by a baseball bat or trapped under a fallen building, be aware that it will not be ready to resume operation as usual until it gets intensive medical attention.

tl;dr – if the bone is still in its correct location and not broken in too many places at once, physically it could handle being run on, except it hurts like crazy and will probably make the injury worse in the longterm

Chernobyl will be uninhabitable for 20,000 years. Just finished in 2017, a New Safe Containment building was built surrounding reactor number 4 of Chernobyl. This will last for 100 years, until it needs to be replaced.
I’m working on a short research project as my own hobby of Chernobyl. I’ll post the full thing here most likely, if anyone’s curious.
