Aliens, man. Dumb aliens.

Imagine the universe, but without humans as we know it, and filled to the brim with thousands of different alien species that manage peace, both uneasy and perfect.
Now imagine a company named COUNSEL Inc that decides to disrupt that peace in an amusing way.

Magic is rare in this universe, but the instances that do occur are usually fueled by the emotions of all in the vicinity.

The laws are nearly identical to our very own universe, though obviously, things are different for creative license (I need to actually have fun with this).

It is heavily varied, as it would be with different civilizations in different states of technological advancement.
