Under The Sovereign Galen the armies of Tavnoin were massive, consisting of warforged, dragon riders, and several specially trained factions. No one dared fight them, knowing they'd stand no chance against such forces combined.

When Zaela took charge things changed. The warforged, who had been forced into service when they were created, were allowed to go. The control forced upon them was lifted, and they were given a choice; be returned to bodies as close to their original forms as possible or remain warforged. A few chose to stay with the army, having been warforged for so long they knew no other lives, but most chose to go no with life.

The dragon riders were also given a choice. A few chose to take their dragons and leave, but most stayed. The program, however, was ended and no more dragons would be bred for it. When the members enlisted under the Sovereign Galen passed or retired the program would end.

All the other groups, including the Moonlight Guard, were allowed to stay if they wanted. Considering working for one of the groups and the army as a whole generally looks good on a history if people leave, and even if they choose to stay it's steady work and pay, most stayed. If there was one thing the Sovereign Galen knew it was that an army of conscripts would be a terrible idea the moment things started to go bad, and while most were happy to sign up in the first place they are at least happy now that things are a little more lax under the Sovereign Zaela's rule.
