Chloe is one of the only Rogues who has actually mastered her powers. She uses this to provide training methods to the others.

Chloe grew up on a Kansas farm with her parents Joel and Rachel Carter. On her 10th birthday, they got her a small music player and headphones. When she was walking around the farm playing music she began floating in the air, still thinking she was walking, it was her mother that noticed.

After about a year her parents found out she was a Neo-Human and basically began to experiment with her at home (Peacefully)
Her dad tied a rope around her waist, slapped a flight helmet on her and a makeshift wingsuit made from simple red cloth. When her mother came home from the supermarket they both had stupid grins on their faces calling her the human kite.
Dad: "Hey, honey I played her some Bob Marley to get her high as a kite."
Chloe: "What dad?"
Mum: "1 hour Joel, I'm gone 1 hour."
Chloe: "Mom I'm high as a kite!!"
Mum: "How is she going to get down!?"
Dad: "Pfft I'll just hover her above the trampoline and turn off the music."
Mum: "I want a divorce!"
Dad: "Awww come on no you don't, admit it this is funny."
Dad years later* "I couldn't tell you how I convinced your mother not to leave me and take custody of you. Honestly, I can't even remember the argument, it just dumbfounds me.

Chloe is a girl who can fly so long as she can listen to music.
She first found this out as a girl when she got her first pair of headphones and an iPod. She was walking around on her parent's farm playing with it when her mother looked out the window and noticed she was floating.
Chloe now has Bluetooth sports earphones that are custom designed to be aerodynamic but mostly just to look cool.

Chloe has the ability to fly up to Mach 1. However, her power only works when she's listening to music.
She was taught to focus on sound to use her powers. Similar to how some kids with stutters use music to read out loud.
She found focusing on a beat easier than focusing on a single sound around her. This just helps her clear her mind

Chloe needs upbeat music and only her favourite track to reach her top speed of Mach 1 anything else and she can fly as fast as your average small plane.

Chloe's body can take the high G's, speed, air pressure changes, minimal air. However, she has to wear arch skydiving goggles so she can see properly.

She likes to wear old styled bomber jackets.
She always has a pair of parachuting goggles.
