Cagney, to say the least, is an ambitious girl with no qualms with violence. From the very beginning, she grew up in the shadows of her older brother. Cagney, always wanting to be appreciated and needed, began to hate her brother for his importance to their father. All Cagney wants is to make her father - the man whose hardly looked her way - proud. She wants him to see her.
Cagney can't stand being a back up plan. When she found out that her only existence is for being a Plan B, she grew angry - but not towards her father (no, she can't ever be angry at the man she idolizes), but towards her brother. In times like these, when Cagney feels pressed against a wall, she gets desperate and will go to all costs to ensure her own safety, even resorting to violence and attempted murder.
Cagney's shown to be cruel, not caring if people's lives are lost. She has her own grand scheme of things and everyone under her is just another pawn. She seeks validation from the one she idolizes, even going to desperate measures to be seen.
When her father dies, Cagney even tries to impress him in death. She carries out his devious plans with a wicked determination. She has a silver tongue and an iron will. Once she sets her mind to something, she cannot be stopped.

dynamic? she goes from barely an annoyance (pt 1) to a full-blown ultra-powered super-human antagonist (pt 2).
Cagney's the daughter of Angel Donovan , so of course she has it all. When she's two, The Six Initiative was started and six eleven-year-olds were brought to the Compound for "training."
Cagney, being a mere toddler at the time, didn't notice how wrong this all was. She watched her father turn these children into monsters, eating up all of his words about how this was for the better and how these children needed it in order to survive.
Needless to say, Cagney grew up around the Six. She lived with the violence and the murder and didn't know any different. Cagney was homeschooled, she rarely left the Compound other than going with her father for publicity trips and stuff.
As Cagney grew older, she realized that her older brother - Drew Donovan - was going to inherit everything from their father. Drew doesn't even like their father! How is he supposed to be the one to get everything? This left a bad taste in her mouth. She went to her favorite assassin and older sister figure - Pazia Abbas - with her problems. Paisley, who already detested Drew, only fueled the fire to Cagney's hatred, going as far as even suggesting getting rid of Drew for good.
When Cagney was twelve (The Six and Drew were 20), she found one of Abel Nakamura's knives on the counter. When Drew walked by, she lunged. Unfortunately, Cagney didn't do much damage. She only left Drew with a shallow cut on his bicep and confusion in his eyes. Cagney goes to Paisley later and rants about it. Paisley said that she should try again later.
The next time Cagney tries to kill Drew, it's six months later and Drew had just gotten breakfast from the cafeteria area. As he's walking past all of The Six, Cagney (who was hiding beneath a table) emerges with a knife of her own and aims for Drew's back. However, before she can strike him, Rhyda O'Connell wakes up from her morning nap and says "what's the runt doing here?" and alerts Drew of her presence.
When Shea Tomatuk-Desmond escapes, Cagney's thirteen and in her father's office. She was watching him work, trying to absorb all the secrets of the empire so she could one day rule it herself.
Throughout part one, Cagney plays fairly little significance. She shows up frequently throughout Grace Evans's narrative, but only to pose as a minor antagonizing force. Granted she's only thirteen and still desperate for her father's approval, she doesn't pay much attention to Grace. However, when Grace is with Drew, Cagney poses a much greater threat. If she finds out about their plans to run away, then she'll go to Donovan and then rat them out.
As part one progresses, Cagney really only shows up occasionally, mainly as a conflicting force for her brother.
At the end of part one, after the Compound collapses, she's rescued from the rubble by some of Donovan's employees.
Momentum Manipulation
Basically, Cagney can change any object in motion's trajectory. If you shoot a bullet at her, she can wave it aside to a wall or another target. Similar to telekinesis, but an object must be in motion for her to control where it goes. She can't alter the speed or the height.
She asked for her close friend - Asher Riley - to experiment on her to give her some sort of superpowers when she was 16.
There's millions of dollars for her to use (courtesy of her inheritance) and tons of lab equipment left over from the Don. Ent. Labs.

Father: Angel Donovan
Cagney has a pretty complicated relationship with her father. Angel has always been fairly cold towards her, instead favoring her older brother at every turn. Growing up, Cagney would always try to impress her father. She'd dress nice, act like a proper young lady, train with his assassins, use good manners, learn how to pull a switchblade, learn a few different languages and excel in plan making. However, despite all of Cagney's efforts, Angel still gave her the cold shoulder. She finds out later that she was brought into this world as a back-up plan. Her parents gave birth to her as a safety net. She was written second in the will, always behind her brother. "If anything happens to Drew Alexander Donovan, then all of his inheritance will be granted to Cagney Elise Donovan." the will had read.
Desperate for attention and approval from her father, Cagney began to "act up" in regards of her brother. She attempts to kill Drew twice, hoping that her father will see what sort of useless chump he is. But, this does nothing. Angel doesn't even seem phased when he gets the news of his daughter's murderous tendencies.
After her father's death, Cagney learns of The Twelve Initiative - a program to bring in twelve brand new assassins and terminate The Six. It was what her father had planned for Drew, but Drew's gone, missing, disappeared into thin air. Without her brother to collect his inheritance, everything thus went to Cagney. She decides to carry through with The Twelve Initiative. She's always wanted to make her father proud.
Mother: Gabrielle Donovan
Gabrielle, like Angel, was always cold towards Cagney. Gabrielle was a strict mother, constantly instructing Cagney to fix her posture or straighten her clothes. She had high expectations of what a lady should be like and wasn't afraid to push those onto her daughter. Cagney was six when their mother disappeared. Cagney didn't care all that much.
Older Brother: Drew Donovan
To be frank, Cagney's always hated Drew. He has it all. He has their father's attention, the entire inheritance in front of him, and an empire to back him up. What makes matters worse? Drew doesn't want any of it. Cagney's constantly plead for their father to give her a bit of the company, a spot in the will other than a back-up plan.
