A World with Magic

This is a crime/suspense novel really.

This is the world if magic developed as a genetic trait

During WWI it was discovered that when some soldiers blood was exposed to the chemical C4 H8 Cl2 S, or mustard gas their blood turned into a thick, viscus substance similar to oil. Upon interrogating these men it was discovered that they all possessed inhuman abilities. Many countries saw this a new age of war fare and contracted doctors and scientists to study this phenomenon. They chose to term these abilities "magic" as they are random and at the time it seemed to magically appear in people. The more people knew of this the more concerned they became. Those with magic called for protection from the rising panic. From this came C.O.M.N.A (Congress of Magical North America), M.D.S.A.I (Magical defense for South american and Islands), E.M.E (European Magical Embassy), and A.C.M.C (Asian Continental Magical Congress). These groups worked with the governments in their territories to create safe spaces and jobs for those with magical abilities while continuing their research on the topic. During the 20's in America it was discovered that similarly to the fables of witches Familiars magical people can bond with non-magical people creating a life bond. These non-magical people live off the magic from the magic user and the magic user is cared for by the non-magic user. There was a massive scandal in the late 20's that brought C.O.M.N.A to it's knees being replaced by the private group known as the D.M.A (Department of Magical America). By the 50's the gene for magic was isolated and began to be treated as a genetic disease more than an oddity. If you don't have magic you may not even know it exists as Magic users under encouragement by the DMA keep their powers under wraps. Then in the 1960's there was the disappearance of Senator Bishop Makt and the assassination of one of the only Magical Presidents JFK. After this magic was really off the radar as people feared that they were going to be the target of violence because of their magic. In 2005 there was an incident in New Orleans, LA that shook the world. It was hidden from the press that it was a magical person who caused the natural disaster. The US government was aware and decided to do something about it. They chose to take on the DMA as a federal agency. Under the new jurisdiction it was re-branded as the M.D.A under the direction of one of the first magical patients of C.O.M.N.A Mayble Elliot and her companion Colin Schuthosk. They ran their headquarters out of New Orleans ever since.
