The Khans

Named after the historical conqueror Genghis Khan, the Khans are essentially the villain’s version of the Guardian Syndicate. While some villains turn their nose up at disgust at the thought of cooperation, some find this group to be very beneficial due to the… somewhat shared resources, albeit there’s a very strict pecking order usually in who gets what.

Not many villains stick to the Khans for life, but it is a good place to start to gain resources for those newer to the occupation. It provides resources, a place to stay, and many opportunities to build up a name. Ironically, the Khans are actually substantially more organized and clean than the Underground and generally emphasize clear tactics and good execution in the world of villainy.
