Flocks are primarily vertically structured (with some exceptions in the caravels and Kkaxe), similar to that of a Labor Union.
Flock members can generally expect the perks of Flock protection, regulation, and standardization - training, advocacy for fair prices, legal protection, social programs, and other benefits - in exchange for labor, percentages paid, civil service and the duties of citizenship, and other responsibilities. They also nominate and elect the members of the Leadership Council. Membership within a Flock is by choice, and it is not uncommon for folken to change Flocks through the course of their lifetime according to their skills and interests.
The Leadership Council handles matters of policy, direction, and overhead matters, reporting to and influenced by the wishes of the general membership. Each major specialty is represented on the committee, as well as general representatives. They also nominate delegates to the Flock Council: though any number of delegates can attend the proceedings, each Flock maintains only one voting chair.
The Flock Council negotiates as a whole for overall and specific Flock interests, policy, and direction, as well as representing Birdfolk interests in dealing with other races and commerce groups.
