Jesse has a strong dislike towards the Institute -the "boogey-men" of the commonwealth- but is conflicted towards synths. On the one hand, he'll kill them when needed, especially if they're only gen-one or gen-2; however, he finds little to no issue with most gen-3s, provided they aren't one of the "body-snatchers." He hates the Brotherhood with a vengeance, for obvious reasons. He likes the Railroad and doesn't mind helping to support their message. He's a pretty big fan of the Minutemen as well, and while not being a significant member, does his best to support the idea of a safe and free Commonwealth.
The trauma of his past has left Jesse with un-diagnosed PTSD. This is not something he's aware of.

Jesse is a good person. He's controlled by his own moral pull to help people and finds that while running from the Brotherhood, he'd run to a place that needed as much help as he could give it. As pure as his intentions, however, he's also motivated by fear. His constant anxiety regarding the Brotherhood's soldiers may lead him to make some... questionable decisions. He also has underlying issues with anger, controlling (although involuntarily) several of his decisions.

Jesse (while not on the same level as MacCready) is fairly skilled with sniper rifles, as his dad was a first recon sniper who started teaching him at an early age. He can sew well, whether with fabric or flesh and is relatively well versed in first aid (this was gained from years of needing to lookout for himself and his father, as well as basic training provided to all initiates of the Brotherhood).
Jesse likes playing with animals: when he was younger he'd always wanted a dog, but the harsh environment of the commonwealth made it impossible to do so. He kept his love for animals, however, and takes the chance to play with the rare friendly one he comes across.
He collects dog tags: his Brotherhood history was tremulous and rocky, particularly after the death of his father, but the dedication to his brothers-in-arms survived. Be it a pre-war, Brotherhood, Gunner or otherwise, Jesse is overcome with a sense of camaraderie that a dog tag carries. He believes that every soldier, after the horrors they'd been exposed to, should be remembered. Thus, he keeps the dog tags he comes across as though they were pictures of old friends.

The Fallout world exists in an alternate timeline that completely diverged from the real-world timeline after World War II. From this split until the Great War in 2077, a stylized representation of 1950s American culture (with more advanced technology) dominated the Fallout world.
Jesse was born to his father David and mother Jenny (who left them for a gambler) in the Mojave back in 2263. His father served in the first division of the Desert Rangers of Nevada (DRN) from the time he was a young teen to the point when he was a young man, around the time (2271) the North California Republic (NCR) and DRN merged. Being only seven at the time, Jesse remembers very little of his father's time in the DRN, only that while his father enjoyed the work, they were often stretched thin due to dwindling numbers in forces.
After the merge, it took David only one year to establish himself as an esteemed sniper and earned his way up to becoming an NCR 1st recon vet, from 2271 to 2280. He served under Major Dhatri after the massacre at Bitter Springs (2278), for which he was present. [This story takes place in a universe in which the NCR won Hoover Dam in Vegas and Project Purity was completed in DC. After the second Battle of Hoover Dam in 2281, the NCR drove out Ceaser's Legion, and the courier disappeared into the desert. Jesse's dad never heard about anyone seeing him again, and whether he lived or not isn't relevant to the story thus far.
After the battle, Jesse's father was scarred and tore himself up inside until he could no longer bear to stay in the Mojave. He enrolled in an outreach program to create an outpost in the Capital Wasteland, an attempt to grow the tendrils of the NCR all across the wastes. Unfortunately, in true NCR fashion, this program would yet again stretch an already war-torn faction too thin, leading to only three ten person squads and their families sent.
The journey was conducted by Vertiberd over the course of 10 hours. The three squadrons landed near Megaton, the city now flourishing due to the Purity Project's success (2277). Upon communicating with the locals, within a few days, it was deduced that the best places to establish outposts would be: one near Megaton in Springfield, another in the empty housing in Grayditch, and a final in Clifftop Shacks. David was stationed in Springfield, with him and Jesse housing up in one of the vacant houses in the neighborhood. David, though still carrying out his duties as an NCR outreach member, spent most of his time frustrated and drunk, and would eventually retire in 2282.
It didn't take long for Jesse to seek out the Brotherhood of Steel (now the leading faction in DC due to Project Purity) in order to make ends meet and keep food on the table. It wasn't really all that difficult, and he joined as an initiate by age 16 (2279). Despite this, he could never quite agree with the ideals of the Brotherhood and because increasingly nervous with their involvement as the leadership and ideology became increasingly more corrupt.
The final straw came two years later when Jesse was 18. In a twisted turn of events, Jesse's father was either confirmed or thought to be a synth. Either or, it made no difference to the Brotherhood, who immediately advanced towards the house with full intent to kill Jesse's father. Given this information by a friend, Jesse ran home just in time for the soldiers to begin opening fire on their house. His attempts to stop them were unfruitful until he began opening fire, mortally wounding multiple soldiers. While distracted, he rushed inside to find his father bleeding out. He pled with Jesse, told him to run, before dying in Jesse's arms. Horrified, Jesse grabbed his father's beret and burst out a window before running, as his life depended on it. His house went up in flames. After the destruction of his home, he went on the run, heading to the one place there was little to no Brotherhood activity. The Commonwealth.
Jesse, while having an average waster education (early middle school/junior high) is not extremely intelligent. He shows particular skill in mathematics, compared to the average wasteland-er, and can read, but isn't advanced really in any way.
Dogmeat, a friendly German Shepard. He approached Jesse at a truckstop and defended him from several feral mole rats. He's followed him ever since and Jesse welcomes the company. The name is silly, but he was told by a local that it was just what he'd been called for the longest time. When he tried it out, Dogmeat responded to it, so he figured it'd be best to keep it.

As a mercenary, Jesse chooses which jobs he completes, and those jobs often end in death for the target. Though it may seem like intense work for such a young man, there aren't many other options. He has to stay on the move, avoid joining organizations, and remain a notorious enough reputation to steer clear of the Brotherhood. Freelance work and odd jobs are really the only things he's able to make caps off of without putting himself in danger.
Jesse believes that the person is almost always more important than the law. This isn't to say he distains laws or all authority figures, just that while ground rules are important the individual is just as important as the collective.
Jesse isn't particularly religious but believes there might be something out there, not that anyone has anything about them. In today's terms, he would be considered an agnostic.
