Chase has been raised from birth (hatch?) by the scientists of RTI, along with his two podmates. The three have been trained and raised separately from their batchmates, who have each also been trained in groups of three, except for one. There are ten in their batch, C-11-1-40 through C-11-1-50, and all but the one have been trained and raised in groups of three. Their batch was originally all supposed to come out of their pods at age 29, but due to a programming glitch when they were first inputted, they were inputted to come out as babies. Instead of being terminated, the decision was made to raise them and train them as they grew, to see how they came out, and if they compared to the standard way of creating bodyguards and assassins, where while they are in their growth pods, the information and skills they will need are fed directly into their brains, so they come out with everything they need. Occasionally the three groups of three will compete against each other, training method against training method, group against group, to see which are the best prepared and ahead. Chase, unlike his podmates Knife and Flip, isn't as rebellious, but secretly hates their creators just as much as they do.
Mostly full-education, with a lot of extra for learning killing techniques, how to track someone, and how to disappear. Basic skills needed for a bodyguard/assassin/whatever they are needed for.

Clone, in training to be a bodyguard/assassin/whatever he is needed for
He's a clone, as a result he's not really allowed to have an opinion in politics, as he is not human
Agnostic, as most/all religions believe clones are not human, and therefore don't have souls
