Arthur was "091" a Neo-Human experiment in the Dawn Grove Facility. He was born and raised there until the age of 10. He escaped into Montana and found a home in Haven where he was adopted by the local Sheriff and raised there.

Arthur has 3 main powers.
His muscle fibres are as strong or stronger than titanium. Giving him incredible strength and durability.
His skin is almost unbreakable and only bruises against bullets.
As a young man he can lift a car over his head.

He wears a dark grey hoodie/raincoat. With black sections. Neon blue lightning highlights he added on himself around the forearms.
