Atem was born to parents within the desert temple, the pair having performed a ritual while the mother was pregnant to help take away the powers of a fiendish entity by sealing them away inside the unborn child. Unfortunately that had several unintended consequences, not the least of which was that when Atem was finally born he was disfigured and barely alive. He survived, somehow, but permanent damage had been done to several parts of him including his legs and even the most skilled clerics at the temple could not heal him; in fact, they said he would never walk again.
For those in the temple it was worse, as the ritual had clearly failed. Atem was useless to them, containing no trace of the fiend's powers and unable to do anything to help around the temple since he was not mobile without aid. His parents didn't care when the choice was made to abandon him to the desert, and without opposition the choice was made.
Barely a year old at that time, Atem would not have survived on his own. But fate had other ideas, as The Sovereign Galen received word from his mystics that the boy was one of theirs. He'd known from the start, but could not touch the infant so long as he remained protected by the temple. Agents were watching and waiting, and as soon as Atem was alone they scooped him up and took him to the safety of Tavnoin where he could be raised safely.
The clerics may have failed to heal his afflictions, but the Sovereign Galen had more power than that. He restored Atem to health in all respects, and raised the child as his own. When the transformation hit Atem was safe, having had it explained to him so it was no shock and unlike the others not having to go through the trauma of knowing he had hurt those around him. Afterwards his powers fully awakened, and since then Atem has served as one of the most powerful mystics under the Sovereign Galen.
However like all mystics Atem was cursed, and like the others he was rescued from that curse by Zaela and her adventuring party. Later when Zaela killed the Sovereign Galen and became Sovereign herself Atem was the first to suggest the mystics try to return to Tavnoin. Though the Sovereign Galen had raised him he had no illusions that the man had done plenty of evil in his life and his replacement was far better.
The Sovereign Zaela took them in, allowing them to go back to the lives they had without the cage around them. So Atem returned, using his powers to help her make the world a better place and hoping her rule would be better than that of her predecessor.
