Magic can be used by anyone bestowed w/ it. and by bestowed i mean blessed. it both takes from and adds to the soul you get years of life, but you have to get rencarnated wich sucks in this universe. It can be used at any time, but because it takes from the soul and magic users usually already have some kind of extra soul thing it's usually only used for minor tasks. It's limits are basically whenever the gods say "no-no, I clean" dangers are just getting smited
