In this world, superpowers are common among nobles, and this is what typically separates the commoners from the lords and ladies. Although there is great technology, it doesn't come close to supers.

It was a normal earth until the dark ages, when people started developing superpowers. They used the superpowers to rise to noble-hood, and this system of democratic monarchy was kept till today. The superpowers also allowed great technological advances.

Not incredibly limited. AI is outlawed, but pretty much everything else goes.

Superpowers do exist, but often have some sort of limitation.
