this town was founded just after the war on witches. it was built with the safety of its people in mind, to protect them from witches and demons alike. however, it was also built with the thought that witches are not all terrible. it was supposed to be a hub for everyone could come together, but over time, the founders died out and the people who took their place forgot. it instead became a place that was only meant for humans. the militia taught everyone that witches and other non-human creatures were bad and should be eliminated.
