People made enemies shortly after the bomb dropped via stealing, kidnapping, and killing, so this inspired a group of people. It started with just stealing back objects but it quickly escalated to hacking and killing. They do whatever they're asked as long as they get paid.

Garret and Dominick eventually get involved with them. Dominick joins first. They don't know they're both in the same group until they run into eachother about a week after garret joining.
