A chief is selected through a multi-step process
An election where two candidates are selected, then
A mock battle between two evenly matched regiments, one led by each candidate
The regiments must have previously proven themselves capable of completing similarly ranked missions
The candidates WILL NOT be participating actively, rather they will provide the strategy and demonstrate leadership
The battle will take place at a neutral, controlled location
No weapons will be permitted
Do not aim to permanently maim or kill*
In the event of significant injury, the candidate in charge of the responsible party will be disqualified
If the responsible party claims the injury happened by accident or through other means out of their control, two courses of action can then be taken
Ask the injured party if they also believe they were injured through accidental or other means out of the guilty party’s control
If the injured party is unable to respond or disagrees, those who served on the previous Chief’s council will decide by majority vote whether or not the injury was purposeful
Victory is determined by who is able to capture the opponents' flag and return it to their own base first
No outside resources may be brought to the battle site
If it is not explicitly prohibited here, it is considered fair game
Next, a match between the two candidates
Weapons will be provided

The final test is a written test
Each candidate will be in a separate room with two members of the previous Chief’s council and a randomly chosen citizen supervising
The test will consist of previous significant events in Kepia’s history that are essential knowledge for a leader
The test is not timed
The test does not have to be changed between Chiefs if nothing deemed significant enough has occurred
Each event is worth one point, and the
Chief is whoever earns the most points
In the event of a tie, there will be an election held based on the candidates' performance in the events
*Such an injury is defined by loss of limbs, loss of feeling, paralysis, loss of memory, or loss of motor functions
The Chief makes all major decisions for Kepia
The Chief serves as long as they see fit, or until they are challenged
To properly challenge the Chief, you must
Have at least ¼ of the population’s support
Once a challenge has been issued and approved, the election is held once again
The Chief’s Council consists of
The current Chief’s immediate family
The past Chief, if they are still alive
Anyone who competed against the current Chief and lost
Temporary members
Can be anyone who is relevant to the current discussion
Must have the okay by the Chief
The Chief's Council consults on all issues, but even if they all disagree with the Chief, there is nothing they can do.
Kepian’s have a strong sense of community, more than most. They prioritize family, and they include all their neighbors in that definition. They’re focused a lot on defense and protection, sometimes neglecting communication in pursuit of strength and bonds.
Cold
Before the Great Divide, Kepia extended through the Flumere River to the Northwest and Ferdale to the Southwest- though never approaching Cloveshire. After the Great Divide, many werewolves relocated to Evica, purely because of lack of space and the aftermath of the war, but most remained.
