A large sprawling metropolis filled with people.

It has 5 major districts.

The harbor;
The largest resources center in the city. Ships, trains and all the storage space you can muster. High profile Crime is funded through Most of the Harbors criminal resource traffic, from guns to tech, and drugs to biochem weapons.
Disrupting criminal activity here will net you the attention of high profile mob bosses.

The Slums;
The slums are located on the northern half of the city.
Due to the vast industrialization of the shore line, most of the city above the river is dirty, unhealthy, and cheap.
These are the slums. Crime is much more common here, however Disrupting criminal activity here is mostly low level criminals, and word of your deeds quickly spread amongst them.

Under policed, the slums are ripe with criminal activity, and there are little in the means to deal with problems. However, When a problem is sever enough, none are more trained, or battle hardened then those who police the Slums.

located at the cities heart, mostly on the 3 cluster islands.
Brimming with business', banks' stock trades, and the list goes on.

This district is highly policed, as many of the location are not only high profile targets, but also employ private security.

Those who conduct business here are professionals or have nothing else to lose.

The Suburbs;
located on the southern side of the city
Mostly residential, you dont find many high profile crimes here, and since it is policed more then normal, it has a fairly low crime rate. Mostly robberies and break and enters.

Disrupting criminal activity may get you the attention of local gang leaders or "generals" to a more powerful leader.

Ethnic sections;
Several ethnicity that have grown popular among the city have grown roots here and have there own seperate regions.
