Voleria (given name, also her 'Kaiju' name.
Typically tied up in a loose bun. When it isn't, her hair goes down a little past her neck.
She likes to wear jackets. Her jacket is a khaki colour. It is similar to a rain coat in design. Her shirt is a dark navy blue, and her pants are a slightly lighter shade of blue. She wears black boots usually. They’re kind of like winter boots in terms of design. Last but not least, due to being a Shifter she is forced to wear a red, black striped armband around the left arm.

Shifter/Kaiju-Shifter
Cloudy grey
Kaiju appearance: It’s tall, lanky with long arms and reptile like features. Her scales are a pale grey and she has dark amber spikes that look a bit like thorns wrapped around certain parts of her body. She lacks a tail, though, and also eyes in this form. She does have quite the impressive set of teeth though.
Human: Her human form is 5’11. She’s tall, with somewhat defined cheekbones. She’s got grey eyes and walnut brown hair, which for styling she usually ties it up, but when untied it goes slightly past her neck. She’s fair skinned.

She's got good stamina, as she runs a lot for her job as a messenger. She's also got superb memory. She knows the layout of the Shifter Slums like the back of her hand and a fair amount of the Main City. This most likely assists with her being a good strategist.
She's also a fairly good singer. Compared to other Shifters, she has a lot more self control.
Quiet at first, Freya prefers to lay low. Despite this, Freya also desires freedom. Whenever possible, she prefers not to have the armband on and seizes a chance to walk around without it (usually within the confinements of her home but she’s expressed plans to get out of the slums and see what the Normals city is like.) Freya is caring, not wishing harm on most people, even most Normals are fine to her as long as they don’t harass her too much.
She is unforgiving though once betrayed. She always remembers a past experience. She is pretty determined as well, not liking to give up on certain things.
She's intelligent, thinking outside of the box. By the age of 25 years old, she's known well by most humans as "never making a mistake" and all things are done on purpose for her.
Basically, if she lets herself get captured, be cautious.
In her human form, she avoids it. When she needs to, she forces her opponent to fight at close range; she brings the fight towards them. Her fighting style is aggressive and quick; fast thinking on her part. Most of her fights are quick, but not because of death of the opponent or anything like that - she usually gets out of there as soon as possible, preferring to flee. She's adaptable as well, sometimes preferring to stay at a distance.
Kaiju differs greatly. In her kaiju form, she rarely fights(other large creatures) so that hasn't been observed that much. She is often attacked by human weaponry in this form, and her reactions are relatively...weird. She has little reaction to being attacked, some even say that she grins as if mocking them. The only times she's displayed any sort of reaction was when she was visibly injured, to which she escalates the situation to the max and attacks whatever injured her, not stopping until it's down. She also has little care towards her own body in this form, as evident when she could be reduced to half of her former body mass and still not retreat. It was only when she was subdued by an experimental gas that she retreated into her human form.

It's unknown when or where they came to be. How long they've lived, and why they're here.
Most shifters retain a human form. They are forced an implant, which can be used as a tracking implant. It prevents them from shifting fully, though partial shifts (they will alert the database of any partial shifts, alerting law enforcement to the location) such as hands to claws, eyes, horns, or tails can be done.
The implant can be removed but removing it is punishable by death, or experimentation.
It can also be bypassed when the Shifter is near death or extremely stressed.
Black veins on wrists mean the Shifter has recently shifted or is about to (in which, if you see this on her then run quickly away unless she's come out of a shift)
I should mention that Shifting is extremely destructive and energy consuming (destructive for the landscape, energy wasting for the user). After each shift, she will be pretty tired for the following few days or so while she regains her energy.
To add on, Shifters generally don't have a shorter or longer lifespan than humans, though expectations should be made for those who spend a lot of time shifted to the point where they actually get stuck in their kaiju form. Then they can live for hundreds of thousands of years, but this isn't recorded anywhere.

Survival; not attracting to much attention. Freya doesn't like fame; she'd rather be a nobody. However, she also wants to defend her gang members from harm.
Following orders at first; this changes over time but Freya sees herself as an object at first to be used as a weapon. She doesn't want to fail, let's just say.
Overthinks situations sometimes.
Speaks quietly, which can be hard for certain people to hear her.
Is a bit of a bystander unless one of her gang members is the one in trouble.
In kaiju form, since it's so suppressed whenever she shifts she has trouble telling right from wrong or bad from good.
Normals (humans.) She had only seen their bad sides, the sides that mock Shifters and separate them from the rest of the world. She fears some Shifters.
Hedo City; she sees it as a place that needs to be reformed into a Shifter only city (to turn the tables on the Normals.) Her views on Hedo at 23 were different; she didn't care about it but at 25 they changed greatly.
Needle felting, painting, learning (specifically as much as she can about Shifters), hanging out with friends even if she doesnt actively participate in discussions. Listening to music, conversations, etc.
Freya was born to her parents, Neele and Bruno. She was born in the nearest hospital at the Shifter Slums. She was originally given the name Voleria, a traditional Kaiju name by her parents, but was forced a human name by laws. So they named her Freya.
Freya lived an average life. For a kaiju-shifter anyways. Their life wasn't all bad - they had good times together. Her parents wanted her to go to school, so she did; in a Shifter-only school. Neele, her mother had gone to a human-shifter school before and did not like it, and Bruno agreed in their choice.
Freya made friends along the way but she was a go-with-the-flow person. Her friends gave her opportunities to be the leader sometimes, which improved her confidence. Still, Freya was more of a follower.
After being suspected for illegal acts, Neele was taken from the family and Bruno was left to care for Freya. Neele never returned, but Freya has a hunch she won't see her mother again. Bruno, several months later fell sick and progressively got worse. Freya spent a lot of time with him until his death 2 years later.
Freya, left alone in her home; the former home of her parents had to find a job quickly. She took a low paying job of a messenger, but quickly rose in payment as she was a very fast deliverer. A gang saw an opportunity and made her an offer. She thought on it for a week then decided; joining the gang.
What was that offer? It was to deliver messages for that gang. With that, she was under their protection.
She made allies and enemies in the gang, but in the end they were her new family.
Went to a Shifter only public school in the Shifter Slums up until her father's death.
She was taught by her parents as well, this mostly stopped when her father became sick.
Learned a bit from other Shifters.
1: She is nicknamed 'The Bomb' at 25 years old due to her place in the Hedo City Takeover plan.
Basically; depending on the size of the Shifter's kaiju form, they have varying levels of destructiveness. Freya's fully grown kaiju form is very large (though not the largest.) It is equivalent to the Castle Bravo bomb going off when shifting (fully grown.) Minus the radiation and fallout..
..scratch that, it's a different type of radiation. You'll still get sick, just face a fate worse than death arguably (depending on the dosage you got)
High dosage - you're kaiju-ified, bud. You're a mini, walking kaiju. Sounds cool? Not really. Neither shifter nor human wants you, and life will be hard for you. You might get kicked out of Hedo. Maybe sent to the slums. Or maybe kidnapped and used for experiments. You may not be able to move properly.
Medium dosage - Partially kaiju-ified. Life is still hard for you. Same as above, but you still look..somewhat human.
Low dosage - Some parts changed. Like you might have some scales. You might feel a bit sick for a while. You'll still look somewhat human.
Sometimes, some humans are not affected by this sickness at all for reasons not yet understood.
2: Some Shifters have two names, human names and kaiju names. They are forced a human name if they do not have one by law.
3: If the implant is bypassed it won’t be a normal shift. The Shifter will enter something called Tempered Shift, aka they’ll be rampage mode at this point. The goal of the Shifter in this form is to get away from whatever was causing them harm, in whatever way possible. Some Shifters in this form will even take revenge, destroying anything in their path. This is a form that is possible to suppress, alas Freya hasn’t suppressed that just yet. Only 2% of Shifters learn to suppress that form.

Politics in Hedo City are a big thing. We have extremists on all sides.
For Freya, she's something of a Kaiju Extremist herself. She has the belief that Kaiju are the next step in human evolution, that they are the superior race. This is extremely different compared to her beliefs at 23..which she actually didn't care about politics. Now, she wants Shifters to be the reigning race on the planet.
