I think Canada would be better. I think Hagerstown itself IS worse then the ward. It smells gross, everything is SO TRASH and the food is awful.

I think Canada would be better. I think Hagerstown itself IS worse then the ward. It smells gross, everything is SO TRASH and the food is awful.
How about Michigan? It's near Canada and in the states, so thst the US government (who, spolers btw, sanctioned the ward as a shell company for their experiments) still has power, and can be an antagonistic force.
