Steve's phone was ringing, displaying an image of Tony. Tony was clutching his own phone worriedly, hoping Steve was alright. He had only just now been told a rough outline of the events at SHIELD, and he had no idea if his teammate was alive, or dead, or somewhere in between. He could only hope that the phone would be answered.

Steve jolted awake at the second ring, not wanting to wake bucky, he glanced at the screen, remembering how to answer it, and dashed to his connecting balcony, the cold metal handle being an unrefreshing start to the chilly morning.
"Hello? Tony?" He breathed, clouds of white forming from the cold. "Jesus, what time is it?"

Tony let out a breath. "Oh good. You're alive." He replied softly. "It's uhm…six. Ish?" He let out a laugh. "Sorry. I just…I heard about what happened, and I needed to make sure you were alive. I also…if you need somewhere to stay, you can come and stay at the tower. Or…even if you don't need to stay. You can. If you want." He laughed.
"Uhm– yeah. Still alive." Steve sighed, thinking back to Bucky sleeping on the couch.
How did he find out? "I might just take you up on that. I don't know if I should stick around though…Maybe he needs some space. I'll ask him later. Oh– and I also gave him stitches..so might need to have some help with that when we get there."
Steve rubbed his tired eyes and sighed. "Hey– thanks, again, Tony. Really, this is a big help."
"Wait, he who?" Tony asked slowly. "Steve, you didn't pick up a stray, did you?" he frowned. He remembered what he had heard about the Winter Soldier. "Oh good god, Steve, you didn't." he said softly, voice almost horrified. "He's a killer and assassin, who was sent to kill you!"
"Yeah," Steve emphasized, "But he didn't. And HYDRA did some sit to him, and he forgot most of his life before. He's remembered a few things, I guess." Steve shrugged to himself, knowing that this was going to be a long process. "He was– IS my best friend. I just…" He rubbed his eyes, "Want him to be okay, and happy."
Tony sighed. "If you bring him here…I mean, you can, and I'll try to help you, but…God, Steve." He let out a groan. "SHIELD is going to have a cow about this. Or seven cows, actually. They'll want to lock him up. You know that, right? He's too dangerous to just be out and about."
"…You're right." Steve said, "But he's not dangerous, at least, not anymore. He's just a broken man who needs help. I don't have any other choice. If he stays here with me, someone will eventually recognize him, and that'll be trouble."
He took a step forward, towards the black rail of his apartment's fire escape, looking out into the already busy streets. There's got to be a way out of this. "I– I don't know what to do."
"You can bring him here, Steve, just…" Tony sighed again. "I don't know. If anyone from HYDRA gets their hands on him again…Steve, he's still dangerous, irregardless of whether or not you're willing to admit it. Alright? You have to see that. He's not the man from the 40's anymore. I saw…I broke into and decrypted some of HYDRA's files on him, Steve. And what they did…your friend is never, ever going to be the man he was, and you need to see that."
"You're wrong, Tony." Steve said firmly, "He'd different now…yeah, but I can get him back, I know I can. He's going to remember." He nodded. Bucky was the only family he had left, and after waking up seventy years after he thinks he should have died, he thinks he has a purpose; to help him. "He won't hurt me. I can see it in his eyes; he's just scared."
"God, Steve…" Tony shook his head. "He might remember, but he won't be the same. If he remembers his past with you, he'll eventually remember what HYDRA did, if he doesn't already." his voice was as gentle as possible; he didn't want to hurt Steve.
Steve exhaled in frustration. Deep down, he knew Tony was right, but in the moment, he believed that things really could go back to the way things were– more or less. Bucky might not be as happy, or talkative as he was before, but that would all change. Obviously, he couldn't let Tony know that, so he averted the subject. "Look– I don't wanna fight. I just want him to be okay. So, if it's still alright with you, is it okay if he stays at the tower for a bit?" Steve asked, calming his tone.
Tony sighed. "Yeah. But if he's staying, you are too. I'm not having a murdering assassin wandering the tower without someone who can stop him around." he cleared his throat softly. "I'll get a pair of rooms ready. Unless you'd rather share one? I can set one up with two beds, or…just one, I suppose." he shrugged vaguely. "Your choice."
Steve smiled, chuckling at Tony's remark, "Funny, but..it's not like that.." He said feeling a touch of disappointment. Disappointment? What? It was too early in the morning. "Could you set up two connecting rooms? I think that'd be okay."
"Alright." Tony let out a small chuckle. "Good. Glad you aren't dating an assassin with no memories, that might be a little awkward." he hummed for a moment. "But I can do two connecting ones. I'll just have to empty some science experiments out of one." he chuckled again.
Steve scoffed at Tony's bold comment, and the scoffed at himself for even imagining Bucky and him dating. "Wha-" He chuckled nervously, "That'd be-" He laughed again, "Just…yeah, two rooms, please and thanks." Steve rolled his eyes.
Tony smirked a little. "Alright. Uhm…do you want each to have its own bathroom, or a shared bathroom between the two?" he asked, raising his eyebrows a little as he typed out the list on his laptop. He was figuring out which of the rooms he could use.
"Different bathrooms? I guess." Steve shrugged to himself, "–Please." He added, remembering his manners. "How's Pepper, by the way?" He asked, trying to make small talk.
