Maybe the world/public is already aware of a few different forms of humans and non-humans, like @Starlight-Unicorn your characters, so they wouldn't immediately panic when this new race emerges.

Alright here's an idea dump:
A bunch of scientist have just been arrested for unethical testing on monkeys, but as the police venture further into the lab, they find half-human and other more terrifying experiments, nobody's really sure what to do with them after the court trials, so they get thrust into a brand new regular world
People volunteering for science to go into a new space program are sent into a part of space that alters their bodies, and when they come back they've got super powers, but are dangerous to other people, but nobody knows until it's too late
The future sucks and a bunch of people in RV parks build on nuclear waste dumps are gaining superpowers, as well as delusional fantasies, as the government tries to round them up, they band together and accidentally terrorize people, meanwhile, scientists are trying to replicate the results, making a new brand of superheroes to fight them, but they end up rescuing them because it's not their fault.
If you like them, just say the word, and change them as much as you want, they're just a basis, especially for first time RP's.

Oh my gosh, @"Ani Hope" I love these ideas, especially the first idea with the scientists being arrested for unethical testing (it sounds sad but really realistic!). And maybe we could start off with the characters (that were experimented on) being freed and meeting up with each other to talk in private after the police are done investigating.

Eye Color: An extremely unnatural shade of pale silver with a pale tint of green that glows white when she uses her powers. It was a side effect from the experiments.

Hair Color (and usual hairstyles): The tips and highlights of her hair is silver (same color as her eyes) while the rest of her hair is ash brown. She usually wears her hair down to show her naturally loose curls, or up in a messy bun to keep it out of her face.

Skin Color: Light brown or hazelnut brown.

Wears her grandfather's watch on her father's side on her left hand. She always has a manicure and pedicure so her toenails and fingernails always match.

Identifying Marks: One deep dimple on her left cheek. Extremely light/faint freckles across her nose and cheeks. Deep lower back dimples. Extremely pale silver-green eyes that sometimes glow or twinkle. She has three tattoos. The first one is a small black inked bouquet of wildflowers on the side of her left hip-bone. The second tattoo is a quote written in Hebrew on her right back shoulder that, when translated, means “To love and to be loved is to feel the sun from both sides”. The third tattoo is a minimalist sun and moon connected and it rests on the inside of her left hand (as see in the picture above, it represents her parents).

Personality: She is extremely independent and stubborn. She knows how to empathize with people and can understand their perspectives. She relies on herself and her powers instead of other people because she is afraid that she is not strong enough. She is very alert and observant, she can remember things in her surroundings and can still recall them after a month and a half (effects from the experiments). She is very witty and can come up with rather creative answers/statements extremely fast. She can be hot headed or extremely emotional when she’s drunk.

Fears: That her family would never trust her again if they knew she was "different". She really wants her family to accept her, but she's extremely scared that they would reject her or would be afraid of her. That someone will kidnap/take her and experiment on her again. The things she experienced when she was kidnapped and abused was so traumatizing that she has nightmares if she sleeps by herself or doesn't know anyone around her or if the door is left open. That she isn't good enough or strong enough to get the job done. That the scientists will abuse her powers or force her to do something against her morals. It's not just the scientists, though, she's scared that her powers would be used against her beliefs or would be used against the people she loves and finds innocent. Spiders. It has been a childhood fear that stuck with her, but now that she has powers, it is easier for her to protect herself from them.

Power(s): She has the ability to manipulate and control the molecular make-up of animate and inanimate objects (Leptokinesis/Molecular Kinesis). She can turn invisible to the naked eye by bending the light away from her (Photokinesis). She can sense when something is out of place or something bad will happen so it is easy for her to plan ahead and give orders to prevent those things from happening. She can memorize every object in the room by the way the light touches the objects and filters into the room. She can also sense when something or someone has moved behind her because it changes a steady path of light. By using her photokinesis and psionic energy manipulation she can project energy that can severely burn the target depending on how dangerous the light is. Can soften her landings when she is jumping from high locations by manipulating the molecules in the air around her and projecting streams of energy underneath her. Psionic Energy Manipulation, she has the ability to project energy blasts, streams, waves, and bolts of her own psionic and telekinetic energy that allows her to hit, push/pull or blow away her targets, and potentially exerting enough energy to destroy them. Psionic Force-Field Generation, she is able to create highly durable barriers of energy that shape and conform as needed.

Appearance (includes clothing, accessories, etc.): Lab clothes most her life, which were white pajama type things, but afterwards liked suits and dresses, mostly because she didn't really understand that people don't wear that kind of thing, but she got those poof dresses on amazon and really likes them, and the suits are usually tailcoat tuxedos from thrift stores. When it's cold she has this nice black coat, that's kind of trench coat-y like the one from Sherlock.
Identifying Marks: Kinda a glow of white and a cold but bright aura, a bunch of surgery scars, across torso and back of neck, no pinkie toes due to a science accident, missing part of her left ear
Personality: A hufflepuff for sure, really likes people, an absolute honey child and mom friend all the way around, just want to be happy, an introvert, but like to be around people, not talking just existing near them, likes hot coco and disney movies
Fears: the dark, needles, monsters, heights, disappointing her own expectations of herself, disappointing people she cares about, drowning, loud noises, crowded rooms, really just a lot of stuff
Power(s): Bending and manipulation of light, including illusions, messes with perception and how plants grow, can change colors, become invisible and teleport
Other: She really likes cats and ice cream and is kind of a weirdo from spending her entire life inside a lab.

Personality: INFP, Neutral Good, highly intelligent, quick on his feet, usually very good at thinking his way around fights and out of situations, loyal, merciful to a fault, independent, Highly perceptive, can sense others' feelings, skittish, forgiving, emotional and probably cries way too much and feels emotions of himself and others very intensely, kind and will often go out of his way to help others or do things he doesn't necessarily want to do
Fears: Dying, becoming morally corrupt, killing or causing serious harm to someone else, honestly a lot of things… just the mention of danger will have this boy running the other way
Power(s): Shadow manipulation; it is more or less just the repulsion of light/photons from an area, but with the way his shadows work, he can create illusions, and sometimes even materialize the shadows into objects (like a shield), can't teleport but has this thing where he can become one with shadows and move through the shadows to get from place to place
Other: his father was the one to put him into the program with the other people being experimented on, and his mother just kind of assumed he was dead
