This town is one of the most crime-ridden cities on the earth, all are in fear of one villain. However, there's a new hero in town, one who grew up in this city, one who was a childhood friend of the villain. That'd be your character, the hero.
Ohh okay, cool! Question: do you have any specific plot in mind? Romance; villain turning into a hero/anti-hero; death; etc? Or is it just kind of a "take it as it goes"?
Yeah, romance is usually a thing, but I tend to take it as it goes.

Cool beans, let me write out a starter.
Silver stalked through the halls of his building, muttering things under his breath. He still had to plan the exterminating of those little rebel groups. People had started to get ideas and he needed to squash them down before they got too annoying. "Pepper crossings is where most sightings have been seen. Maybe the train yard?" He murmured out loud, wringing his hands as he thought.
Drake tore a hand through his hair as he got ready to go. He had just moved here. He needed to stop the villain that was ruling the entire town with fear, which meant he needed to get to know the town. He also had to figure out more about this villain. And get a job. And and and and. So many things he needed to do.
Silver found himself in his office, sighing as he fell into the chair with a sigh. He'd heard whispers of a new hero, mostly just saving cats and putting out a few fires, nothing to bother him yet. Still need to keep an eye out for him. I'll do more research later. Silver told himself, fingers tapping against the top of the desk.
Drake finished getting ready, and headed out. He didn't have a destination in mind, he just wanted to wander and get to know the town. So he did, locking his apartment behind him and walking through the streets fearlessly.
Silver sighed and stood up after a few minutes, stretching. He needed to get some errands done and he thought better while moving anyhow. Pick up weapons first, then groceries? Groceries first than weapons? He wondered, grabbing his bag and jacket from the coat stand by the door.
Drake kept moving, walking aimlessly. He glanced around, saw the fearful glances of the people. Fear. They're afraid of the villain that haunts this city. He thought, shaking his head. He wanted to end that. Wanted to get rid of that fear.
Everyone already knew Silver's face and where he lived, so he didn't do much to cover up his identity when he went out. He hummed a small tune as he walked the street, heading to his supplier of weapons. He'd need some new guns for the raid.
Drake kept going, eyes flicking around and observing everyone he passed. This city was very different than the town he had grown up in. Very different. For one, it was bigger. For another…well. It was semi ruled by a villain.

As soon as he started walking down the sidewalk, people either glared, moved away, or both. Silver just hummed, paying no attention to them as he walked.
Drake, however, took no notice of the man everyone was avoiding, lost in his own thoughts. Where to go to get his groceries? And what stores would carry what he needed?
Silver brushed past Drake, coughing a bit. "Pardon me." His thickly accented voice spoke from behind Drake. He must be new in town.
Drake blinked. Wait…I feel like I recognize…no. Impossible. "It's fine." He replied. His own voice was void of an accent, thankfully. He hadn't wanted something that was so easily identifiable.
