Like they meet for the first time when they're kids, than we time skip to the next meeting?

Well, near enough anyways considering Candorin is an island.
Phastia is by the coastline though its geographical features would consist of mountains which border it and Liestha and forests and lakes throughout.

Queen Marie clasped her hands together, foot-tapping as she waited in the meeting room in her castle. The rulers of Phastia were supposed to be here soon to discuss trade and their armies. So far, they were the only kingdom that would even talk to Candorin. Not promising. She thought as the door opened and her young son slunk in. "Hello, Darling." She said to Lucisian, patting her lap for him to come sit on. "Do you want to meet the rulers of Phastia?" Marie asked, the quiet boy nodding as he climbed up onto her lap.
Clicking his boots against the pavement with every step, the seemingly young king Alucard of Phastia arrived at the doors of the castle. He was holding onto a much younger figure’s hand as he walked. The servants and guards of the castle were very polite to him, bowing with every movement towards the meeting room. He then opened the door of the room he was told to be in.
Marie nodded in respect and greeting as the king walked in, not doing anything more than that. She had a child in her lap after all. "King Alucard, sit, please. May I get you anything?" She askednout of formality. Luc on the other ha d was looking at the other kid with wide eyes. He was pretty, like a fairy.
Alucard bowed a bit before shaking his head lightly.
“No, thank you” he said as he slowly sat down. His kid sat down beside him, looking around the room in quite an amazed expression. Both of them had similar pale skin, blue to white gradient eye color, straight ghost white hair which covered parts of their eyes, a necklace with the Phastia symbol as an amulet, and formal clothes with the addition of a hat; the father had a black homburg, the son had a dark gray trilby.
“So… shall we start our discussion? If so, what topic could we start with?” The king put his hands together as an invitation for Marie to begin first. His voice was soothing and smooth, as to be expected from his appearance and race.
Marie pushed her glasses up her nose and let Luc climb down from her lap. "I was thinking we'd start with trade." She folded her arms in her lap as she said this. Luc scrambled over to sit next to his mother, the small and tanned boy perching proudly on the chair. Mother always said to make a good impression.
Alucard nodded.
“Alright, so I was thinking that since our kingdoms are separated by the waters maybe it’s best for both of us if we were to build a bridge to connect our coastlines together? Though I’m all ears for ideas of course” he held out his amulet as it shined at the table separating the royals, creating a translucent model of the kingdoms and their surroundings, moving accordingly to what he said. When he explained about the bridge, the drafted model of it was highlighted. He then flicked the amulet a little, letting Marie see all sides of the model.
The young prince stared at the model before he looked at the other young figure across the table who was around the same age as he was. He wanted to talk to the prince of Candorin though his father wouldn’t allow that until he’s finished his conversation with certainty.
"We'd split the cost halfway, I presume?" Marie studied to model with dark grey eyes, she hummed a bit as she tilted her head to get a better look. "I have a supply of money coming from the tortures we do." She muttered. "So we could dedicate that to the bride…"
Luc pulled at Marie's sleeve and whispered to her. "Mama, can I and fairy boy go explore the castle?" He asked, to which she nodded. "Sure kiddo, just make sure you don't go outside the boundaries." Marie reminded him, Luc smiling in response and hopping down to grab the other prince's sleeve. "Do you want to explore?"
Isaac turned to him and nodded.
His father supported the action as the topics that will be discussed with the queen from here on out might be hard for the young ones to understand.
Isaac then hopped down.
“Assuming that our incomes are as stable as it is, the costs will be split evenly but if one becomes unstable we might need to exchange resources instead as it is the easiest way to make up for money for both of us” Alucard mentioned before he patted his kid’s back.
Isaac turned around at his father then smiled.
“Sure, can you show me around?” He asked Candorin’s prince. His voice was calming and similar to any other Phastia royal, had a dreamlike hint to it.
The Candorin prince smiled widely and nodded energetically. He grabbed Isaac's hand and pulled him out the door, it closing gently behind the two. Marie watched them leave then turned back to Alucard. "Alright, would we have military guarding it? I know at least one kingdom will try to take action against it."
(This will be revealing parts of my story but whatevs, it’s important to me that I don’t mess up the positions of these XD)
“Definitely, at least by the ends of the bridge. Qiryu, the Dragon kingdom, will most likely be messing with our projects but thankfully Kintopra, the Nature kingdom, won’t be so happy having the dragons invading somewhere near their coastline under ours” Alucard mentioned. The model was zoomed out and revealed the geographical featured around Phastia, Candorin, and the newly mentioned Kintopra. Between Phastia and Candoria stood a body of water which divided them horizontally, and between Candorin and Kintopra was the another body of water which completely blocked Candorin’s contact with the Nature kingdom but fortunately, the bridge which connected them was finished two years ago with the help of Liestha which stood to the east of Kintopra.
Isaac was struggling a bit to keep up with Lucisan’s pace as he was not very athletic.
“Where are we going first?” He asked, breathing quite loudly. He was also admiring the decorations of the Candorin castle, it was beautiful.
Marie stepped her fingers on the table, biting her lip. "Okay. To cut down cost, we could have criminals use their sentence to build the bride before death." She murmured, writing it down on a notepad. Marie nodded and turned her head back up to meet Alucard's gaze.

"The library! It's my favorite part and really, really big!" Luc smiled giddily. "I'm Lucisan, you can call me Luc though!" He nodded, eyes wide and shining with excitement. He had a new friend!
(Sorry for the short thing, we're switching classes.)
“That could work, I could bring some of my prisoners here as well though that might take a bit of time…” Alucard noted that down in the model image.
“By the way, what should we do with this?” A point was highlighted on the model of the kingdoms; it was the whirlpool which existed in the middle of the body of water that separated Candorin and Phastia.
“We can’t start building the bridge until this thing stops spinning”
The prince of Phastia smiled warmly.
“You can call me Isaac, or, you know, Zac for short” he nodded when he introduced himself. It was rare for him to talk to other kingdoms’ royals in this kind of manner.
(Oh, that’s fine, no worries)
Marie studied the whirlpool and frowned. "You're right… We can't do anything until it stops spinning like a drunk sailor." She sighed and stood up to walk around the model, looking at it from all angles. "Did we ever figure out what's causing it?"

"I like Isaac, it's pretty."
His smile was gaptoothed and a bit crooked, but it was cute, I guess. "Has anyone ever told you that you look like a ghost fairy?"
“According to Mesa, they said it could be the failed water experimental creature from Grinias (The Chemical Kingdom) that swam across the waters and ended up there though it seems a little far fetched for me. Added to that was the fact that Liestha claimed that the whirlpool was created by two of Selas’ knights a month ago since the fight that happened between them, the damn Dorado, the Swordfish constellation, and the Delphinus, the Dolphin constellation which… I mean, I do believe that the second belief is more possible personally” Alucard explained, showing images that supported both ideas and the current motions of the whirlpool. The velocity at the center of the whirlpool was quite steady though the winds around it were not.
“No, never, that’s the first time anyone has told me I looked like one” Isaac giggled a bit, covering his mouth with his right hand’s index finger. His giggle released a faint blue smoke from his neck which surrounded it but soon faded away.
"Selas, most likely. That kingdom has no idea how to control its knights." Marie shook her head in disgust, sighing and sitting back down. "How would we get rid of it? Would another fight cancel it out and return it back to normal or would it just add to the damage?"

"You do though!" Luc's eyes widened at the smoke and he gasped. "What is that? It's so pretty! Can I touch it? Does it feel like regular smoke or does it have other properties?"
“I’m not sure but if I were to guess, I think if we can send someone with physical manipulation abilities to cancel the central movement of the whirlpool, that would probably work the best though…” Alucard sighed and crossed his arms “…as for my Knights, I don’t have anyone who’s willing to go underwater that far and activate their power down there. Do you have one perhaps?” He raised a brow as he questioned.
“Oh, this?” The blue smoke came out again and moved around Lucisan’s body.
“He’s my pet though he’s usually shy around people, I’m not sure why he’s comfortable with you since the first time we met” Isaac laughed a bit as the smoke started to form into an actual creature; a blue fox with silver eyes with smoky features coming out of its body and tail. It let out a soft purr as it brushed its fur against Lucisan’s leg.
