I have both human and draconic empires in my story, and while there will be some general cultural and legislative differences based on tradition and whatnot, I need to know how many empires maintain order aside from either being nice or being tyrannical. The empires themselves are more Roman than British in terms on conquering and general land area (a central seat of power and not something like an island with far-flung colonies that are equal to or larger than where the power lies), but I want to know how emperors and empresses managed to keep control and what the governing bodies were like. Feel free to include information from other empires like Chinese, Mongolian, Ottoman, whatever helps you explain it best.
