okay, so there´s actually more than the title implies, I´ll just put it here. So the main characters live in a universe created by men on the actual earth. They wanted to know how a population would act if it was on a bigger scale (there is also no race or religion). So every planet life were given comunication devices that can reach to outer space and space travel. I have characters and a plot, but I need a government hunting the main character down (if you think that that is cliché, I am open to other suggestions). But I don't really know how to create a government. Please help.
Okay so you need to have a way for this government to maintain power. It'd be insane to think ONE king could control MULTIPLE solar systems, there would be way too many succesful revolts. So maybe make this government act kind of like the united states, where every solar system has its own government, but there's one central government that rules them all? The only difference between the US and this one should be that this one central government should actually be in charge of everything. In the US, the federal government only has certain powers laid out in the contstitution, while the 50 states have all the rest of the power. In you story, you could have mini kings of each solar system (like barons maybe) that meet periodically in a senate (like star wars) to meet with the one central government. That way this one central government maintains all the solar systems' loyalty through each baron. So as long as each baron remains loyal (probably by getting paid a heck ton) and can keep their people in check (probably through fear), the main government can control it all. It'd probably be good to have this central government have a huge military presence across the galaxy so that every citizen is reminded of their power.

Very similar to what Masterkey said- I think you need to set it up with representatives for each planet, then have them meet periodically. But I would break it down even farther. Imagine /one/ representative trying to rule an entire planet. You probably need to break down the leadership on each planet into "countries" (though they'renot countries, they're more like states/provinces. Think of it like a power pyramid! Yes, you have one person at the top, but the top can't stand firm without a broader foundation.
