Really all you need is a pencil and some sketchbook paper. Draw everything you see, and everything you can imagine.
Find an artist you like, an art style you like, or even just one drawing that you really love. Study it. Look at how the works are shaded, how all the colors blend in together. Look at the way the lines are soft and nice (if there isn't any lines, look at how they manage to keep the object recognizable without the colors intertwining and being a mess lol). Then, don't necessarily copy them, just use what you find and make it into your own art style and drawings!
Find inspiration. Just like that artist or piece you like, find some more that peak your interest and study them. It doesn't always have to be art either, it can be a song, something outside, your friend, dog, anything! Inspiration is what will get your creative juices flowing.
And like @Jensenbear said, practice! Whether it be for 10 minutes or 2 hours lol, practice! That is what is going to get you somewhere with your art. If you start drawing and only draw once every 2 weeks or so, that will never do you any good. My recommendation is to draw for at least 10-15 mins everyday. You might draw the same thing every single time, but that is fine as long as your recognizing what you did wrong in the last one or what you need to work on. Especially hands, ooooh boy those are some things everyone needs to practice.
Also, once you get good at something, don't just keep drawing it! Go out of your comfort zone! If you like drawing flowers, draw a bear! If you like drawing humans, draw a house! That is the only way you'll be able to improve your artistic skills. People say you have to be born with artistic skills, I say that is a lie. If you could see some of my earlier drawings compared to now… wow, you'd think I was a 2 year old in a 11 year old's body lol. Just practice and believe in yourself that you will get better and you'll draw amazingly.
I'm not the best artist, believe me, but here are some tips I have for you!
If you just want to start drawing, then draw more. That’s it. It doesn’t matter what you draw. Just the fact that you are drawing will help you improve. Don’t let imperfection stop you.
If you want to improve a certain area, look at your drawings and figure out what needs to be improved. Are the lines shaky/unconfident/not visible? Maybe it’s anatomy or shading. Are you going for realism or more cartoony? Simplistic or detailed? Compare what you’ve drawn to real life.
Most importantly: practice makes progress. Not perfect. If your drawings aren’t seeming to get better, that’s okay. Honestly, improvement is more noticeable after a long span of time (typically a year).

I usually picked a character from some cartoon or anime I liked, and then tried to copy it exactly. I used a ruler and everything. :P I wouldn't necessarily recommend that, but I just wanted I drawing of that cjaracter, so I did it. XD It still helped me learn proportions and such. Then I used drawing books for cool techniques and human body guides that can be easily found at libraries. Then there are some things you have to learn on your own by studying people or whatever you want to draw, and study other drawings of those things. For example, I found out that to help make a face look more like a boy, have the hairline further up the forehead and the eyebrows lower and closer to the eyes.
Also practice at LEAST once a week! And by once a week, I mean one "project" a week. If I practiced more I'd be waaay faster by now… My sister draws every day, and she's improved from "worst artist of the family" to "probably will be an art school graduate with honors."
