I have an idea for a story but the plot need the villian to be covered in flowers.
Now I can go 2 ways with this. Either I try to make flowers look badass and have him be big and buff and cool with flowers growing on his back and coming out of his coat,
or
I could make a total pushover of a soft boy who's completely covered in flowers, wears pastel and has the most friendly face ever.
Either way I'd have to make him still be dangerous. What would be the best alternative here?

at the same time
Why is he a villain? And what evil things does he do?
He kills people to collect the magic thing (Their loot sort of) that drops when they die. [I'm not going to go through the entire complicated story but he kills people for selfish needs, wich makes him a villian.]
But because of the other story elements and logic he has to be covered in flowers. So perhaps a kind of theme would be
"Oh he looks so friendly but everyone is afraid of him"
I would advise do both. He could act tough, but pretend to actually be a softie on the inside to gain confidence.
