Elegance: 5/10, selfish emotionless btch
Flower Boy: 100000/10 he knows how to hug just right
Bard: 9/10 pretty cuddly for a bomb
Notorious: 0/10 sorry, but screw radiation poisoning
Clancy: 69/69 because he does more than just hug

Mike: 4/10, he doesn't like hugs much (however that one time in his life when he does hug you will definitely be wholesome and entirely worth it).
Bernon: 9/10, literally the best hugs but I took away a point because there's a good chance he'll start ugly crying while hugging you.
Melanie: 2/10, stiff and cold and probably fake :/
Kineta: 6/10, a little rough and unpracticed but full of heart, prefers side-hugs and headlocks tbh.
D'artagnan: 10/10, his hugs come with an automatic mood boost and 20% damage reduction ^^
Dean: 3/10, she doesn't hug she panic-punches you.
Vali: 0/10, he has poison touch and hates hugs anyway sooo
Rick: 7/10, his bear hug may literally crush you but you can be sure it's genuine and very affectionate.
Dodger: Also 7/10, she is tiny but strong and is equally capable of cheerfully breaking your ribs.
Boar-back: ??/10, they're great hugs, very fatherly, but at the same time this is the closest you've ever been to a murderous bandit warlord and you're not sure he's actually trustworthy.
Brandon: 1/10, he'll hug you but he'll probably also whisper "I'd send an assassin after you but they're too expensive so I'm just doing this myself" while doing so.
Luke: 8/10, knows exactly how to give the tall-person protective hug so if you're shorter than him then this'll be great.
Nina: 100/10, if she hugs you then you have been blessed, end of story.

Doing some characters…and then some horses also, because the ones I know have great hugs and deserve to be shared

Characters:
Ram: 111/10, he's got the gentlest, most loving hugs. He'll let you lean on him for hours, if that's what you need.
Anthony: 1111/10, he taught Ram the way of the Hug, and he's the divine master, because he's fluffy, and strong enough to pick you up whilst also being a soft pillow.
Osric: 7/10 better than you'd expect from a bully with no empathy, but he can actually know how and when to soften up, and he's got fierce snuggles for his diminutive size.
Rig: Solid 9/10 he doesn't do it often, but he's got bracing hugs, that while quick and short, are heartfelt and meant to boost you up.
Carnage: 1/10 he will only hug you for two reasons: To either crush you to death, or to cling to you while he sobs uncontrollably. Neither are very nice for the other party.
Marlin: 5/10 on one hand, he's a scaly dragon boi, not very comfy, on the other, he knows when to give hugs, so…
Titan: 4/10 he tries his best, but he's stiff, and also huge and scary. He's constantly afraid of hugging too tightly and crushing you, so unless he knows you very, VERY well, he's keeping his distance.
Payton: 10/10 the most motherly. She will give you the softest, loveliest hugs ever, and make you feel loved and cared for, because she loves and cares for you.
Mehri: -29/10 she is a stiff cardboard cutout of apathy and ice cold hatred. Also, she has no clue what a hug is, and gets REALLY uncomfortable with all that physical contact. Ew. Get away.
Sasha: 15/10 Sasha has enthusiastic hugs, and he hugs frequently. He's also way bigger than you, and super buff, so if you need to feel protected, he would die for you.

Horses:
Zip: 1,000,000/10 softest fur, friendliest face, happiest boy, loves kisses and will hug you back, you can hug him forever, he doesn't mind at all, he loves it very much
Spirit: 15/10 happiest pony hugs, super friendly, very loving with a touch of mischief. Honestly, if you spend more than three weeks around her and don't fall entirely in love, you are beyond wasted in her presence.
Dakota: 10/10 shy boy gives hugs ONLY if he knows you well, but if you're REALLY lucky, he might give you a kiss too. (my horse <3)
Pebbles: 20/10 very rare, legendary hugs from grumpy grandma pony. Only the favored receive her hugs, because she doesn't like or barely tolerates everyone else.
Comet: 8/10 also rare, put if you can trick her into thinking you have food, she will let you kiss her forelock and act very loving and give a great hug…until she realizes you don't actually have food, then she's outta here.
Sugar: 14/10 knows exactly when you need a hug, and will happily give you one, then hang around until you feel better. Loving, motherly mare, here to take good care of you
Taylor (rip :( 16/10 Same as Sugar, but would also actively check in on you while hanging around and continue to give hugs.
Rocky: 10/10 he doesn't care to give you hugs, but if you give him one, he'll return in kind and make it a good one. Also gives kisses, and is happy to just hang out with you.
Raven: 100/10 VERY RARE HUGS has trust issues, and will shy away from you unless she really likes you, but occasionally will give a quick hug, just to show she loves you, then prance around all proud of herself.

These are some, we also have horses who give * ok * hugs, and a couple one who will never hug you under any circumstances ever

Page: 9/10. she gives pretty good hugs (because tall and strong people usually do), and she's also fully willing to give you piggy-back rides or carry you bridal style.
Darcy: 3/10. she's stiff and awkward when she hugs. however it's so rare that she's actually willing to hug someone that it still feels amazing.
August: 11/10. THE best hugs. super strong but super gentle. being in his arms will make you feel like nothing could possibly hurt you ever, plus his skin is really soft and he smells amazing.
Jesse: 8/10. his skin is also really soft and he also smells amazing. he's very slight-framed, so his arms can feel a little bony, but his hugs are full of heart.
Silas: 11/10. it's rare that he feels comfortable enough with someone to hug them, but his hugs are literally and figuratively magical. if he loves you, then when he wraps his arms around you, you'll feel that love in the depths of your soul.
Callie: 6/10. she likes to be hugged more than she likes to hug, but it's very cute when you're hugging her and she rests her head on your shoulder.
Keisha: 6/10. she's not super physically affectionate, but she'll give her friends pretty good hugs when they're feeling blue.
Jules: 1/10. he hasn't hugged anyone in years, and he's never been the most lovey-dovey person.
Maple: 10/10. she may be growing frail, but she still gives wonderful grandma tree hugs.
Katie: 7/10. hugs well and hugs often, but sometimes squeezes wayyyy too tight.
Elizabeth: 2/10. she doesn't like hugs.
Jeb: 5/10. he actually does like hugs, but he only ever shows affection to his significant other, so he's a little out of practice, especially since his current significant other is Elizabeth.
Rex: 8/10. he's a shockingly good hugger, given his personality. he doesn't get to give a lot of hugs, though.

Azami: 8/10, very strong hugs, smells like the sea air, will make you feel better
Jax: 11/10, very smol bean, very genuine hugs, smells like candy, her tiny arms probably can't reach all the way around you, but that's okay
Tori: 9/10, rare hugs(unless you're one of her friends), smells like the beach, can and will let you put your head on her shoulder
Peregrine: 2/10, never hugs people, if she did, she'd probably squeeze you to death. Smells like roses, though. And blood.
Maia: 7/10, smooth skin, very tight hugs, you could lose air, smells like rain, in a way

Azrael: 11/10, may look menacing but gives the best hug. Will probably crush you
Rachel: 7/10, only hugs on special occasions
Allison: 9001/10, best hugs in the multiverse
Vozreal: 8/5, gives surprisingly great hugs

Ara: 0/10. Hates receiving and giving hugs. You might as well just hug a cactus.
Crispin: 2/10 You know that scene in Harry Potter when Voldemort hugs Malfoy and it's like the most awkward hug in the history of awkward hugs? That's Crispin giving hugs.
Matthew: 3/10, unless you're Kit, then it's a 7/10
Holly: 3/10 Might give you a hug, might kick you in the shins. It's anyone's guess.
Dallas: 4/10, awkward hugger, but he tries.
Gerard: 7/10 gives good hugs, but might start like ugly crying and getting weirdly emotional.
Andor: 69/69 ( ͡° ͜ʖ ͡°) Kidding, he's like a solid 8 for hugs.
Garzlan: 10/10 best hugs ever.

Quinn: 2/10. She's not into physical touch, and avoids people when she can. She avoids them like they're the black plague.
Brooke: 5/10 She doesn't really like to give them, but will accept them when given.
Parker: 6/10 Arla has softened him up quite a bit, so his hug game has gotten way better. Probably a 3/10 before he met her.
Jackson: 8/10 He's pretty good about hugs. He's the super friendly dad type, and up for giving you good hugs when you need them.
Arla: 10/10 She loves hugs, and loves to give them. She's super touchy-feely, so she'll probably be holding on to someone as long as they're alright with it.

Rori: 8/10 she squeezes a little too tight and sometimes needs a crowbar to be pried off
Rei: 2/10 hugs are unnecessary forms of affection and can qualify as PDA, which is rude
Ki: 6/10 hugs are great for being made of water… but you will be soaked
Brin: 5/10 awkward hugs but he's a soft boi
Petal: 2/10 if she hugs you she's plotting something or trying to take you out
Raiz: no/10 do not even attempt unless you want to be set on fire
Damian: 9/10 good warm hugs, only one who can hug Raiz and survive
Eteri: 3/10 he's probably not hugging, just wanting to be carried so he can sleep (he's a tiny fairy)
Isra: 1/10 awkward, stiff as a board and will not hug back, def does not know how to initiate the "hug" thing

Tommy: 8/10, great hugs but is the type of person to hug you too tight
Nick: 4/10, rarely ever hugs other and if he does, they're usually awkward
Julia: 7/10, gives nice hugs but they're kinda rushed

Chester: 4/10, It depends on if he cares about the person he is hugging, though even if he cares, it's not all that comforting or enjoyable. (maybe because the only reason he would hug someone is if he was having a serious break down and he trusted them)

Lincoln: -10/10 or 10/10, depending on what personality he is putting on, for his current facade, it's 1/10.

Harli: 10/10, The amount of care and thought he puts into every action, he never wants to hurt anything again, his hugs no different.

Oscar: ?/10, He's never been hugged or hugged someone, he doesn't even know what it is.

Landers: 10/10, The hamburger has been hugged. And eaten…

Sparta: 0/10 No physical affection ever. He hates it.
Willow: 0/10 She's scared of people. She'd never hug anyone.
Michael: 0/10 The only reason she'd hug someone is to trick them and then stab them in the back with the knife she concealed in her shirt sleeve.
Felix: 2/10 She hates it, but she'll hug someone if necessary.
Esteban: 6/10 She's open to hugs and knows how to hug someone just right, but it makes her a tad uncomfortable.
Sebastian: 4/10 Only hugs when forced, but is good at faking a hug.

Chrona: 7/10, she’s very awkward about giving hugs, but she does her best.
Quell: 5/10, he doesn’t give hugs very often but when he does, how nice they are depend on his mood and the person he is hugging.
Azael: 9999/10, he may be a ruthless killer but he still has a heart, and his hugs are always so warm.
Thalia: 4/10, she’s even more awkward about giving hugs than Chrona.
Jacques: 19/10, he will hold you for as long as you want him to.

Tobias: 11/10 This child is basically the medical professional of hugging. He could give out hugs on a prescription basis and he knows exactly how and when to hug even the most prickly of humans.
Renata: 2/10 She's too angry at everyone (especially her ex-gf) to give hugs. She won't say no to a hug from Tobias, though. She's not that heartless >w<
Lily: 5/10 She is a scared baby, too scared to enjoy hugs (…from anyone except Agent Jenkins)
Saffron: NO/10 Her hugs are great until you realize she's taken over your brain and made you part of her hivemind bent on consuming the earth ^^;
