Kerrigan the Arcanist
Kerrigan was a former Open Lord of Waterdeep, but he's the only Open Lord who doesn't have a statue in the Heroes' Garden. He killed the other Lords on the Council to come to power, then abused that power a bunch. His actions led to a huge magic battle in the South Ward, and to this day you can see the architectural differences from the damage. He's the reason magic is so tightly regulated in Waterdeep.

Open Lord Barron and Lestene, the Masked Lady
Barron was a former Open Lord of Waterdeep. He's famous for ending the Guild Wars, establishing the Magisters' Guild, and banishing the Shadow Thieves.
Lestene was Barron's daughter. She was instrumental in the expulsion of the Shadow Thieves, as she infiltrated and exposed them.
Both of them have statues in their honor at the Heroes' Garden.
