For me, the main culprit of this is a Canadian TV Show called Freaktown. I think it's mainly because it's a fun concept to make OCs for, especially since I like to think outside the box. Another show that is a somewhat close runner up is another Canadian TV Show called ToonMarty. Again, I like to make strange characters and I like to make fandom characters with the ability to make canon characters and OCs alike writhe in pain.
