I think the biggest problem with his character is he is a bit flat. You have a few notable qualities, but otherwise we don't know a lot about his personality and that can make for an uninteresting character. My biggest advice is to think about his past has impacted him. A lot about a character's backstory influences their personality. How does he feel about wealth and power since he grew up as royalty? Was he hardened by his experiences in Calay? It's a dangerous place and it sounds like he spent a lot of time isolated from other people, that would have a huge effect on a character. Also, think about other personality traits to flesh him out. Is he more extroverted or introverted, and how does he interact with other people? Is he very open about his emotions or is he more reserved? Does he work better with others or on his own? What are most people's first impression of him? He sounds pretty selfless, giving up the throne for his brother and being protective of others, maybe elaborate on that. He has a very interesting premise and I think if you develop his personality he could be a really cool character!
