One problem: I was marked as having a Starter Plan. So, hoping to confirm I was on a Starter plan, I clicked one of the Premium plans, then back to the Starter Plan.

You were prorated -$24.00 for Unused time on Premium (3-month) after 04 Apr 2018.
I'm on a Starter Plan and can't create Premium content, but the payment history thinks (and has charged me for) a Premium subscription. I don't feel like I would be able to use a Premium subscription at the moment, and would really like not to be charged at all. I submitted some help tickets and got no response. Can this issue be settled, please?
