Because I know a lot of people don’t have premium, and would make a new account just so that they could make more universes, or their main account glitched or whatever, and I was wondering if it would be okay for me to do that too?

In short, it's not against the rules. :) To quote andrew (Our Supreme Lord and Overseer),

The site only supports one account per email address, but feel free to create as many accounts as you'd like. If you're creating them to keep pages separate, don't forget there's a dropdown in the top-left of every page that'll filter your whole notebook down to a particular universe, too. :)
