If I create a demigod, should they be in deities, characters or both?

It’s honestly up to you. The way the templates are built, they’re meant to be used as you want to use them. There’s no specific rules with using one over the other. You can even customize what’s in the template to better fit what you want to include in your descriptions.

So, more or less, if you feel your demigod would fit better in just a character template, then you can just use the character template by itself. Same with the deity template or using both templates. It’s all up to you how you feel you want to build your demigod.
