It sounds really interesting - but without knowing your purpose of the story it is hard to give a critique. But I will say that in your description, you stated that Dean Young bought the Bunker but he was locked out of it when the doors closed - it seems odd; going by your info I thought the Dean Young would be one in charge or maybe that's what you want your readers to think ;)
Also, 2363 seems like a low number for a population - that will not even fill up a concert stadium and it reads like you are starting a new society with rules/laws, new language and type of government.
I would like to read more to see where you are going with it. Why did the doors close? Who were the ones that made it in the bunker? Who is in charge of running the Bunker and issuing out punishments? Who/what caused the doors to close - was it really a nuclear attack? These are answers that I want to know lol

A underground bunker can only hold a small amount of people. Most of the real ones never held this many. You can't have too many people without potentially killing off everyone.
The reason behind the doors closing was addressed. Along with who makes the rules and punishments. It was addressed in the Punishments section, you may have missed it.
Dean Young is dead. He died in the nuclear attack, because he wasn't inside the bunker when the doors locked.
