There is a special prison the government made. It was made to house what they call monsters.
Everyone there has powers or a power, some are just a thing.
They have tried to get out but never can, at times they will be sent to what is called the yard. But some are not allowed out of their cell because of how dangerous they are or sometimes something else.
Some cells are specially equipped to stop the use of powers but more importantly teleporting.

Backstory: (I hope you don’t mind I added this) Athena doesn’t remember any of her past before she was experimented on and given the name “Athena #0001”. She was trained to fight. She was made to be a machine, barely even human anymore. She started to feel emotions again, and ran. Athena was then found and taken to the prison.
Other: Athena was the first experiment of the company she ran from, so she is still unstable. At random times, she is known to “rampage,” becoming very hostile, attacking almost everything in sight.
