Millden is known as a haven for anyone, men, women, and children alike. However, its popularity has it swarmed with newcomers; overpopulation is its biggest problem. Every year, Millden gathers every 16 year old for what they call The Test. The Test determines how intelligent a person is. Those who don’t make it into the top 50 are taken to be experimented on. No one knows this, of course, but everyone knows one thing, you don’t want to fail The Test.
