How much do you guys think the humans should be able to shapeshift? Like just one person?

Idk most shapeshifters I see can shift into any animla
Human is rarer, but it’s probably just body features? And maybe all of them had one part they couldn’t change?

for my character, i think I want her to have one brown eye and one blue and whenever she shapeshifts into another human, the eyes stay the same
